The Second Global Greens Congress will be held in São Paulo Brazil from 1—4 May 2008. This globally significant gathering will set the agenda for Green politics and climate action for the next five years. It comes seven years after the first Global Greens Congress in Canberra in 2001, where the Global Greens Charter was adopted, and the Global Greens Coordination and the Global Greens Network were established. The Congress is hosted by the Brazilian Greens and organised by a Global Greens Steering Committee.

1. Program and activities

The program for the second Global Greens Congress will have something for everyone.

Key themes will be the climate crisis, the post-Kyoto negotiations, forests and biodiversity, sustainable cities and the future of the Global Greens. There will high profile Green speakers from around the world, plus workshops and practical activities. Participants will also be able to organise their own workshops.

Politically, the main outcomes will be the Greens action plans for the climate crisis, post-Kyoto negotiations and biodiversity, and a proposal to establish a Global Greens secretariat. There will also be a process for resolutions to be considered.

As in Canberra 2001, the Heinrich Boell Foundation will hold a forum preceding the Global Greens Congress. It will focus on sustainable cities and the role of the Greens between responsibilities and opposition.


2. 21 Points for the 21st Century: the Global Greens Climate Action Plan

Green parties and movements, and their members and supporters, will soon be invited to put forward ideas for the Greens’ climate action plan. The aim is to agree on a short list of actions, which we will work to implement in the next five to ten years. Ideas may be local, global or anything in between. They should be action-oriented and must be consistent with the Principles of the Global Green Charter. All ideas will go into a searchable computer database, accessible to Greens. They will then be part of the input to the draft 21 Points, which will be circulated in advance and submitted to the Global Greens Congress for discussion and adoption.

3. Fundraising

For the Second Global Greens Congress to be truly global and truly Green we need to support participation from low-income countries, young people and others who could not otherwise attend. Donations from Greens and supporters around the world are not just welcome; they are essential. 4. Delegates, speaking and voting

Green parties and political movements recognised by their federation/network can take part in decision-making at the Congress. Each country will be entitled to three delegates with speaking and voting rights. If there is more than one political party or movement in a country, recognised by the relevant federation or network, they should cooperate in deciding who should speak and vote.

If you plan to send two delegates, one must be a woman and one a man. If you plan to send three delegates, we strongly recommend that the third be a young person, under the age of 36. Where possible, indigenous representatives should be included. Detailed procedures for the Congress will be circulated closer to the date.

Because time is running quickly, please inform your federation or network, or the Global Greens Steering Group, as soon as possible of the delegates who will be attending and whether they need financial support. The sooner this is done, the faster we can coordinate with donors. Support will be shared according to the amount of funds we raise and in accordance with agreed criteria established by the Steering Committee.


5. Low carbon centre

We will be working to make the Congress as environmentally sound as possible. If you are coming to Brazil, we strongly encourage you to offset the carbon cost of your travel. For those who won’t be there in person, we are planning to provide access over the Internet.

Cost: The registration fee is expected to be about 200 Euro for waged participants and will include morning and afternoon teas and lunches. Vegetarian options will be available. Participants will need to cover their own travel and accommodation costs. A full list of local accommodations at different price ranges will be available.
